Introduction
For most rules, read the EGF General Tournament Rules (https://www.eurogofed.org/egf/tourrules.htm) and the EGF Tournament System Rules (https://www.eurogofed.org/egf/toursysrules.htm).
These EGF rules can be added to and/or overruled by the EGC2027 Standard Rules below, and those can again be added to and/or overruled by the Tournament specific rules below.
For readability, we will adress all players as he/him
EGC2027 Standard Rules
1 Regardless of pre-registration, each player must register in person for every tournament he intends to participate in. At this time, mention any rounds you expect to skip.
2 If you later decide to skip a round (opt-out) then use the proper form at the info desk as soon as possible, but no later than one hour before the beginning of that round. The same applies if you decide to opt-in for a game you previously opted out of.
3 Player ratings will be EGF ratings as of Friday 23 July 2027. Players without such a rating may declare their rank themselves.
The chief referee may verify and/or modify all ratings.
4 The game scoring is Territory Scoring Verbal European-Japanese Rules with 6.5 komi and Japanese fill-in counting.
5 [Pairing system to be detailed.]
For pairing of players under the bar a geographic criterion may be applied to possibly avoid pairing between players from the same country or club/city.
6 Players should be at their tables at the starting time. The maximum late appearance is defined in the Overview Table. A player who is late more than that loses the game by default (“late player”).
The opponent of a late player can claim the game by notifying a referee.
If both players are late then the game is a loss for both.
A late player will be excluded from the next round. If the player has a convincing excuse, the chief referee may cancel such an exclusion. Late players may re -enter the following rounds (after the next) by using an opt-in form.
If a player is late twice in the same or in another tournament the chief referee may exclude the player from one or more tournaments, or in an extreme case from the whole EGC.
7 Breaks with sealed moves are not allowed.
8 On each table a result form will be placed to be filled out and signed by both players. If the losing player will not sign, consult a referee. This form should then be deposited in a result box. If the result form is not handed in the result is a loss for both players.
9 In most cases the thinking time will be set by the referee team, with the sound on. In that case players are not allowed to change the settings.
If not preset, players can set the time themselves or ask a referee.
Players are advised to check that the sound is set to “on” before the game begins and during the game. If you lose on time, you cannot invoke a non-functioning sound. If needed, ask a referee for another clock.
European Championship
The EGF will select 32 players, together with reserve players.
These players must register personally at arrival, before Saturday, 24th July 2027 at 21:00. Players who have not registered by that time will be replaced by reserve players. If there are not enough reserve players, the organisers of the EGC will fill add high rated participants of the Main Tournament who have a passport of an active EGF member country.
EC players must register and pay for (at least) First week + Weekend.
A player who is late more than the allowed time will lose their game but not be excluded from the next round.
[The Player scheme to be included.]
Main Tournament and Weekend Tournament
A partner of a late player may be re-paired in that round with another player, if he notifies a referee of such an intention and if such re-pairing is possible. In such a case thinking time per player can be adjusted by a referee.
The result for a re-paired player will be the result of the second pairing. The result of the late player(-s) will remain a loss.
Connecting EC and Main tournaments
Under discussion.
Pair Go
Start with the EGF rules on https://www.eurogofed.org/pairgo/pairrules.htm
In addition or overruling:
1 If even one partner of the team is late more than the allowed time, that team loses the game and is excluded from all the next rounds in this tournament.
2 Groups of 16 teams will be arranged according to the rating of the teams, with the possible exception described in the next point. In the preliminary stage each group will play down to four teams, according to the knockout chart displayed before the tournament.
The last group may consist of 16 to 31 teams. If more than 16, another system of pairing may be applied for designating 4 teams.
3 Everybody has his own bowl with stones.
4 It is advised that the player sitting by the clock presses the clock after a move is played by their partner. Players may remind their partner to press the clock.
5 Only the player whose turn it is, can declare a resignation. This is final and cannot be contested.
6 At no time, both players of a team can leave the table at the same time.
7 Neutralising the clock for a bathroom break is not allowed as it would give the partner an advantage of additional thinking time.
8 Rotation errors.
When one of the partners in a team makes a move in the wrong order this is called a rotation error. This can only be claimed if no next move has been played yet.
The played move will not be taken back. The player who played it becomes the starting point for resuming normal rotation.
The penalties for a rotation error are as follows:
a) If it may have been intentional or the same team makes more than one error successively, call a referee. If he confirms such suspicions, the chief referee may decide the game lost by forfeit and such a decision cannot be contested.
b) If the rotation error was caused by confusion because the other team also made an error, then just continue the game.
c) Otherwise a three -point penalty is levied (three stones are added as prisoners).
Nations Cup
Teams have from 5 to 8 players, usually from the same country (residency or nationality, non-European is fine). Mixing countries is allowed, but such teams cannot compete in the top section. Each country can have a single team in the top section, the other teams play in the open section.
Teams may include professional players Each round 5 players play, at least one must be female player and at least one other must be a youth player (up to 20 years old).
All 5 boards are ordered by rating, professional players must play on the top boards and can order freely among them. A team level is the average of the 5 top players level. Professional players count as 8 dan.
The top section is for the best 8 teams (from a single country) and plays a three-round knockout (quarterfinal, semi final, finals + small finals). All other teams play the open section using a MacMahon system. Eliminated teams from the top section join the open section.
There are prizes for the best three teams in the top section, for the best team of the open section that was not in the top section at the beginning of the tournament and the best European team in the top section.
Electronic devices
In the tournament halls, all electronic devices must be switched off or silent.
During tournaments where electronic device usage is permitted, players may use mobile phones or tablets to record the game (kifu recording or by taking photos), and/or with silent headphones to listen to music.
The top boards are usually excluded, see overview above.
Prior permission of the opponent is required before using a device. Also a referee may prohibit device usage for an individual game without requiring burden of proof.
All devices must be kept on the table with their screen facing up and viewable by the opponent. No content other than the mentioned apps may be displayed.
Once a device has been used, it must remain at the board.
Any other usage of electronic devices is prohibited. Doctors etc must disclose their status to the referees and their opponent before the match begins. They may then answer emergency calls outside of the tournament hall.
In case of cheating with proof, the usual sanctions apply.
In case of suspicion of cheating, the player may allow the referee to inspect his device but is not required to do so. If the referee sees a strong indication of unfair intention then he may impose disciplinary measures including a ban of further device usage in the ongoing game and in all further games during the EGC for the concerned player(s).
In addition, in these cases all the games of the player who broke the rules can be set as void or lost by the Chief Referee.
After the game is finished, and before counting begins, players are advised to take a photo of the board.
A player whose game is not finished yet, cannot enter a room where his game is transmitted or commented. The intentional entry into such a room will be treated as losing the game by resignation.
Special rules may apply to players with disabilities. This must be agreed with the organisers or referees before the tournament begins.
Spectators are not allowed to use electronic devices in the playing area. They will be allowed to take photos during the first 10 minutes at the beginning of a round .
